Born in German Flatts, Francis Elias Spinner served in the New York State Militia, as the sheriff of Herkimer County and as the president of Mohawk Bank.

After being elected to both the House of Representatives and Congress, he was appointed by Abraham Lincoln to the position of Treasurer of the United States.
